Description

Furnish all necessary labor, equipment and materials to conduct a ship-simulator based navigation study of the Sabine-Neches Waterway (SNWW), Texas. Simulation models must be developed for the existing and two proposed alternative channels. Simulation must be done in real-time on manned simulators. Two-way ship traffic defines the channel width for most of the SNWW reaches. Therefore, two (2) interactive ship simulators are required. Ship pilots licensed for the SNWW will validate the existing condition model. After validation, a design session will be conducted to develop the final test matrix. A formal testing program with six (6) licensed pilots will be used to simulate the runs described in the final test matrix. Period of performance is 8 months from date of award. The Government intends to award a cost-plus-fixed fee type contract and intends to release solicitation number DACW42-01-R-0010 or on about 21 June 2001 on the Internet. Printed specifications will not be available. Also, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is, therefore, the offeror's responsibility to view the website frequently for any posted amendments. A minimum of thirty (30) days from the date of release, as shown on the solicitation, will be allowed for submission of offers. All responsible sources may submit a proposal which will be considered.
