Description

The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of the Development of the Java Toolset for an XML configurable GUI to generate VisualXML for incorporation in VisualXML simulation software. A complete description of the Statement of Work is included in the RFQ. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302 with Morgan State University, Baltimore, MD. This proposed contract listed above is being considered for 100 percent set-aside for Historically Black Colleges and Universities (HBCUs) or Minority Institutions (MIs) as defined at Section 226.7002 of the DoD FAR Supplement. Interested HBCU/MIs have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their interest in this acquisition by providing evidence of capability to perform and a positive statement of eligibility as an HBCU or MI. Offers from other than MBCUs and MIs are not solicited. Such capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
