Description

Indefinite quantity contract for architectural and engineering service is required for landscape architectural services of the grounds of the U.S. National Arboretum in Washington, DC. Typical projects may involve renovations of collections, development of new exhibits and displays of living plant collections, improvement or installation of new trails, defining visitor services and integration into the total program, and additional projects that impact the grounds of the National Arboretum. The indefinite quantity contract will be for the period of one year beginning from the date of award with options to extend for four additional years. Firm-fixed price Task Orders will be issued under the contract to cover, but not limited to, design criteria development, designs, analysis, drawings, specifications, detailed cost estimates, environmental assessments, topographic surveys, investigative reports, concept studies, field investigations, master plan development, shop review and approvals, construction stage monitoring, site inspection services, design review services and other related services. Estimated A/E Services will be in the approximate range of $1,000.00 to $1,000,000.00 on an annual basis. Firms for consideration shall be limited to those located within 500 miles of the Washington, D.C. area, who can provide professional services in the disciplines of landscape architecture for both design and post-design contract services. Evaluation of firms will be made on the following criteria, listed in order of descending importance. (A) Specialized experience and technical competence in landscape architectural and engineering related to Botanical Gardens and Arboretum; (B) Past performance on contracts with Botanical Gardens and Arboreta in terms of cost control, quality of work, and compliance with performance schedules; (C) Staffing to accomplish work in the required time; D) Professional qualifications, including professional recognition and awards for past performances; (E) Project coordination and management, and team experience of proposed key personnel; (F) Computer-assisted design and drafting capability; and (G) Volume and nature of present workload as it relates to the ability to perform the work required. The NAICS code is 541320 and the annual size standard is $5.0 million. Firms desiring consideration shall submit the appropriate data on Standard Forms 254 and 255 as described in Note 24. Responses meeting the requirements of this announcement must be received on or before 2:00 p.m. (EST) July 12, 2001. This is not a RFP. This procurement is reserved for small business.
