Description
This is a Sources Sought synopsis for an OMB Circular A-76 Commercial Activity Study for non-Navy and Marine Corps Intranet (NMCI) related Information Technology support for the NAVSEA Indian Head Surface Warfare Center Division, Indian Head, MD. This Sources Sought requests information needed by the Government prior to releasing the solicitation. This is not a request for proposals nor is the government obligated to award any contract. Interested offerors must respond to the questions in this synopsis. The government will not compensate interested parties for any information provided in response to this and subsequent synopses for this requirement. The Information Technology (IT) support shall include but is not limited to: hardware and software support; the evaluation of system and hardware proposals; maintenance, systems development, management, coordination, and integration of major NAVSEA and DoD Corporate systems as well as local business systems; IT equipment acquisition and inventory for non-NMCI related equipment; operation of the activity's central computer complex; and providing technical support for the business systems of the activity; and serving as the Information Technology representative for the Indian Head Surface Warfare Center Division on Naval Surface Warfare Center Corporate Systems working groups, which requires offsite travel. In addition, Information Technology support shall be provided to the Treaties and Technical Applications Division, , also located at NAVSEA Indian Head Surface Warfare Center Division, Indian Head, MD. This support shall include, but is not limited to, providing database management and analysis, and operation and maintenance of commercial off-the shelf (COTS) GIS-database software for events related to the Treaty on Open Skies and the Chemical Weapons Convention. These required events include training exercises, as well as real activities, many of which occur on short notice. Personnel must be available to deploy immediately after receipt of notification to a local site, or within four hours of notification to the embarkation airport, and remain for up to two weeks at the inspection site. Currently, the government in-house workforce is providing these services. An OMB Circular A-76 cost comparison is being conducted to determine the most efficient and cost-effective providing activity for these services. A contract may or may not be awarded as a result of this cost comparison. If a contract award is made, the government employees displaced by the award will have the right of first refusal for positions with the successful offeror. If you are interested in competing for this requirement, (1) respond to ALL the questions herein and (2) email your response to Patricia Downey at downeypj@ih.navy.mil no later than July 3, 2001. All responses shall include the name of your company POC, company name, company mailing address, current email address, telephone number, and facsimile number. In addition, answer the following questions. The NAICS Code for this requirement is 541519. The small business size standard is $18 million. (1) Is your business large or small? (2) If small, does your firm qualify as a small, emergent business or a small disadvantaged business? (3) Is your firm certified under Section 8(a) of the Small Business Act? (4) If disadvantaged, identify which disadvantaged group. (5) Is your firm a certified "hub-zone" firm? (6) Is your firm a woman-owned or operated business? (7) Briefly describe your firm's experience in providing these services and identify your customers. (8) Do you intend to propose a teaming arrangement? If so, do you intend to act as the prime contractor or as a subcontractor? All interested offerors must provide the information requested in this synopsis via email. Telephone or facsimile responses and inquiries to this synopsis will not acknowledged. There is no solicitation at this time. The government intends to issue a solicitation in approximately 90 days. When issued, the solicitation will be available only at the NAVSEA Indian Head Contracts web page at http://www.ih.navy.mil/contracts/. The government will send email notifications regarding this requirement to all respondents, but is not responsible for unsuccessful transmissions.
