Description
PURPOSE: To solicit sources to pursue privatization of the wastewater system (WWS) at Marine Corps Base Hawaii, Kaneohe Bay, Hawaii (MCBH KB) in accordance with 10 USC 2688 "Utility Systems: Conveyance Authority" and Department of Defense Reform Initiative Directive #49, "Privatizing Utility Systems dated 23 December 1998. Qualified and interested sources shall notify the contracting officer at the following address: Commander, Naval Facilities Engineering Command, Pacific Division, BOS 1 Contracts Branch (Attn: ACQ 0221), 258 Makalapa Dr, Ste 100, Pearl Harbor, HI 96860-3134; and provide a statement of interest in acquiring, operating, and maintaining the MCBH KB WWS, on company letterhead (not to exceed 20 pages in length) no later than July 20, 2001 which includes as a minimum the following: (1) understanding of federal, state (to include Hawaii Revised Statutes, Chapter 269), and local laws and regulations affecting utilities in the State of Hawaii; familiarity and experience with State of Hawaii and US Environmental Protection Agency, Region-9, environmental compliance procedures; (2) capability and experience in the ownership, operation and maintenance of similar WWS; (3) financial capacity to purchase, expand, and operate a WWS; (4) a statement showing an understanding of the obligation to serve in regards to utility services; (5) a statement showing an understanding that a certificate of public convenience and necessity will be obtained in time to allow for retail sale of WWS by January 2002. OBJECTIVE: Should privatization prove to be economical, it will include the transfer of ownership, operation, and maintenance of the wastewater system. It is intended that privatization will reduce the life cycle costs to the Government. The Government shall not be held responsible for the cost of a party's expression of interest or, if a formal request for proposal is issued, the cost of an offeror's proposal. SYSTEM DESCRIPTION: The following is provided only to give an approximation of the size and scope and general description of the WWS at MCBH KB. The Marine Corps owns, operates and maintains the WWS at MCBH KB. The WWS consists of approximately 175,000 lf of collection lines and force mains, 750 manholes, 19 pump stations, a Wastewater Treatment Facility (WWTF), and a non-potable water system, including reclaimed water pump station and pressure main. The WWS collects wastewater from residential, commercial and operational facilities. The WWTF is a secondary biological treatment facility consisting of a single stage trickling filter and polishing pond. The design capacity is 2.0 mgd. The average daily flow to the WWTF in 2000 was approximately 1.28 mgd. The effluent for the WWTF is either discharged through the DES' Mokapu Deep Ocean Outfall via their Kailua Effluent Pump Station or used as non-potable irrigation on the Klipper Golf Course located on MCBH KB. Approximately 0.3 0.5 mgd of the effluent is used to irrigate the Klipper Golf Course. Solids that are dried in the WRF sludge drying beds are disposed at the MCBH KB landfill. The WWTF generates approximately 25-30 dry metric tons of solids per year. The treatment and discharge activities for the MCBH KB WWTF are regulated by the U.S. Environmental Protection Agency and Hawaii State Department of Health through the National Pollutant Discharge Elimination System (NPDES), permit number HI 0110078.
