NASA JSC White Sands Test Facility (WSTF) plans to issue an RFO (Request for Offers) for (a) a subgrade high density polyethylene (HDPE) piping system consisting of approximately 10,250 feet of HDPE dual-containment pipe and approximately 7,600 feet of HDPE single-wall pipe installed in approximately 14,250 feet of excavated trench (b) 31 high-point vent, junction and leak detection access vaults and associated piping system components, (c) piping system components excluding automatic flow valves and flowmeters at 4 extraction well and 4 injection well locations (d) a leak detection system for approximately 10,250 feet of dual-containment pipe, and (e) approximately 18,000 feet of electrical conduit and associated pull boxes, with two options to be exercised at the discretion of the Government. Installation services include: (a) excavation, (b) installation of pipe, vaults, leak detection system, electrical conduit, and associated components, (c) leak testing of the pipe, (d) backfilling and compaction, and (e) testing of the leak detection system. The order of magnitude for the procurement is $1,000,000 to $5,000,000. This Request for Offer replaces RFQ9-WSRE-W01-1-64Q. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 234910 and $27.5 million, respectively. The anticipated release date of the RFO is on or about June 20, 2001 with an anticipated offer closing date of on or about July 20, 2001. The firm date for receipt of bids or offers will be stated in the RFO. Selection and award will be based upon overall Best Value to the Government, with consideration given to the factors of proposed technical merit, price, and past performance.
