Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAAH01-01-T-R001 is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. CLIN 0001 will be issued for one each Photron Color Ultima 1024 16K Imaging System. The high speed digital camera must be portable, lightweight, and capable of being transported by one person and should comply with the following specifications: (1) Detector: CMOS, color (2) Record Rates: 60, 125, 250, 500, 1000, 2000, 4000, 8000, 16,000. (3) Programmable aspect ratio and pixel array size at 1000 fps and higher. (4) Resolution: 1024 x 1024 pixels at 500 fps and lower. 1024 x 512 at 1000 fps. 256 x 32 pixels at 16,000 fps. (5) Color Resolution: 24 bits. (6) Basic Memory: 1 second at 1000 fps and lower, 2 sec. at 2000 fps and higher, expandable to 3 sec. and 6 sec. respectively. (7) Shutter Speed: Programmable to 7.8 microseconds. (8) External Trigger: Programmable from 0% to 100% pre-trigger/post-trigger imaging. (9) Video Output: RS-170 for downloading to VCR or to PC via frame grabber. IEEE 1394 Firewire for image download at a minimum rate of 3.4M bps, and full camera remote control exceeding one mile. (10) PC Control: Windows 98SE/ME/2000 via RS-422. (11) Local Control: Remote Keypad with LCD Display. (12) Operation at 110 VAC. (13) SVGA output for image display. (14) Standard Cable lengths of 16 ft. (15) Playback modes -- auto-playback at 2, 5, 10, 15, and 30 fps forward and reverse, plus single step mode, forward and reverse. (16) Camera Sensor must be 0.7 inch CMOS with at least 1024 x 1024, 8 bit pixels. (17) Must be able to operate in "stand alone configuration" without a computer to operate camera system. The following are additions to the basic Photron Camera System: First level Memory Expansion to allow 2 sec. at 1000 fps and lower, 4 sec. at 2000 fps and higher. Irig time/frame sync option provided and installed at later date at no additional cost (not yet available). System delivered in a case suitable for shipping without additional packaging. The date of delivery shall be June 30, 2001. The place of delivery, acceptance and FOB point is RASA Central Receiving, Building 8022, Redstone Arsenal, Alabama, marked for the attention of Charles R. Gibbs, CSTE-DTC-RT-F-FL, phone (256) 876-2335. All responsible sources may submit an offer, which shall be considered by the Agency. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors -- Commercial; Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items; Clause 52.212-4, Contract Terms and Conditions -- Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, are applicable to this acquisition. Offer is due not later than 12:00 noon, Local Time, June 14, 2001 in the contracting office, Building 5400, Room B145, Redstone Arsenal, Alabama, 35898-5250.
