Description
This is a combined synopsis/solicitation for commercial items = prepared in accordance with the format in FAR Subpart 12.6, as = supplemented with additional information included in this notice. This = announcement constitutes the only solicitation; proposals are being = requested and a written solicitation will not be issued. This = synopsis/solicitation number 2001-N-00119 is issued as Request for = Proposal. This solicitation document incorporates provisions and = clauses of the LATEST Federal Acquisition Circular. This procurement is = unrestricted. The CDC/ATSDR has a requirement to acquire new and = renewal subscription services (magazines, journals, newspapers, etc.) = The subscriptions required may be in paper format, electronic format, = or a combination of paper and electronic format. The contractor shall = be responsible for the placement of new and renewal subscriptions = (magazines, journals, newspapers, etc.) to single or multiple addresses = for domestic and foreign serials and periodicals, and for related = services. The contractor shall handle new and renewal subscriptions for = serial and periodical titles, prepaying publishers, perform check-in = (as requested), process claims for missing issues of ordered = periodicals, provide serial prices, other serial management functions, = and information and management reports. The anticipated quantity of = subscriptions to be ordered is approximately 5,000 per year. It is = estimated that approximately 90% of the total subscriptions orders = placed by CDC will be renewal subscriptions. SPECIFIC REQUIREMENTS: New = and renewal orders for subscriptions to newspapers, periodicals, = journals, and other serials shall be placed with publishers for = domestic and foreign periodicals, serials, and other related services, = at publisher price less any discounts. Delivery of each subscription = shall be guaranteed . (Some serials are published irregularly, = annually, or less frequently, are purchased separately rather than with = a subscription for a period of time or range of parts. The contractor = shall be responsible for ordering these serials as requested by the = CDC.) On-line Access to Contractor's Databases and Other Services- the = contractor shall provide an easy to use electronic claiming, ordering, = and inquiry system for serials and account management. The contractor = shall provide on-line access so that the CDC can place orders = electronically (through vendor database). The contractor shall provide = on-line access to its catalog of available titles. In addition to the = Contractor supplying the CDC with claim forms, the contractor shall = provide on-line access so that the CDC can file claims on-line = electronically. DAY-TO-DAY SUBSCRIPTION SERVICES: Day-to-day = subscription services encompasses items ordered in a variety of ways: = electronically, telephone, e-mail, fax, letter, on standardized order = forms, or as specified by the CDC. Such subscription order requests = shall be submitted to technical monitors of the CDC, and forwarded to = the contractor for placement with the publisher for the subscription = period indicated. Day-to-day subscription services shall include the = following: New Subscriptions, Renewals, Late Renewals, Back issues, = Added copy subscriptions, Special orders, Memberships, Claiming. ORDER = FORM INFORMATION REQUIRED: Each completed order form will contain the = following: "Bill to" and "ship to" address, Account number chargeable = (including ID number ), Purchase or task order number (if applicable) = ,Title, Quantity, Subscription period based on CDC data, Type of = services, i.e., new subscription, late renewal, conversion, added copy = or subscription, etc,. ISSN (whenever available). ADDITIONAL MATERIALS: = Title pages, table of contents, annual or other indexes, and other = materials normally supplied by the publisher at no added charge to a = requesting subscriber, are to be supplied automatically by the = contractor at no additional charge. LIBRARY MANAGEMENT REPORTS = SPECIFICATIONS: At no additional charge and on request, the contractor = shall provide listings containing all or part of the following = information as specified by CDC: Title, Contract Number, Task Order = Number, Ship-to-address, Invoice-item number, Subscription period, = Quantity, Frequency, Price with adjustments and estimates, Volume and = ISSN. SORTING: In addition, the contractor will have the capability of = sorting, subtotaling, and retotaling the reports by any of the above = included fields of information, and shall allow for the application of = a service charge determined by the requested sort criteria. At a = minimum, the contractor shall be able to provide the following reports = at no charge: FINANCIAL SUMMARY REPORT: The contractor shall provide a = listing at the request of the CDC, by government fiscal year, of all = contractor instigated credit or debit invoices to the CDC for services = provided. This report shall include invoice number, dollar amount, and = service charge amount. CLAIMS LIST:. The contractor shall provide to = the CDC a monthly, quarterly, and annual listing of all outstanding = claims and any responses received from the publishers unless the CDC = waives this service. If an additional claim is required for an item = appearing on the report, the report itself may be used as a reclamation = document by the CDC. SUBSCRIPTION STATUS INFORMATION: Monthly, or at = the request of the CDC, the contractor shall notify the CDC in writing = of any irregularity or change in status, such as: bill later, = noncancellable, slow, irregular, discontinued, order direct, split = title, not due for renewal at this time, period restricted, = establishing contact with publisher, temporarily suspended publication, = foreign title, estimated price, and price increased since last billing = published price, etc. Ship-to List. The contractor shall provide, at = the request of the CDC, a listing of all of CDC's consignees and their = complete addresses. CONTINUATIONS: Continuations are serials whose = parts are published irregularly or annually or less frequently, and are = purchased separately rather than with a subscription for a period of = time or range of parts. Like all serials, continuations are intended to = be published indefinitely. Many continuations are "billed-later." = Initial pre-order price quotes will contain estimates of costs for = ?bill later" items. In subsequent years, estimates of such = continuations will be included on renewal lists to ensure funding = availability is maintained. After "bill later" titles have been = invoiced, the contractor shall supply, upon request and at no charge, a = listing by title showing titles billed versus those not yet billed. = RUSH ORDERS: Upon receipt of a request for a rush order, the contractor = shall telephone the order to the publisher within 24 hours. If the = publisher will not accept the order without prior payment, the = contractor shall send out such payment within that same 24-hour period. = CATALOG: Contractor shall provide an annual catalog of titles = available. This catalog shall be available electronically. The catalogs = shall have as a minimum the following information: Titles, ISSN, Cost , = Frequency, Enumeration. Title changes, with cross references, = Documented constraints. Publishers' Prices: The contractor shall = supply, on demand, publishers' invoices or other documentation = acceptable to the agency to verify subscription costs charged the = government. ELECTRONIC DATA: The contractor shall supply the CDC, upon = request, with report and invoice data in electronic data form, such as = Microsoft Word or Excel. Upon request, the contractor will make every = attempt to supply to the CDC their renewal list without prices if = requested. TASK ORDERS: The contractor shall perform work as described = in individual task orders/delivery orders issued by Contracting = Officer(CO). It is anticipated that 12-15 individual task orders by CIO = will be issued each year under the contract. INVOICE REQUIREMENTS: The = contractor shall submit task order specific invoices on a monthly = basis. Invoicing shall be tied to individual task orders. All invoices = are to be held by the contractor until the end of the month. Invoices = are to be forwarded monthly with a summary list. At the time of = submission of an invoice to CO, it is requested that a copy of the = invoice be provided on a task order by task order basis and submitted = to each task monitor point of contact identified in each approved task = order. Period of Performance: The period of performance of this = contract is 60 months from the contract effective date. The contract = should be awarded for a period of 12 months with an option for four = 12-month (one-year) extensions. The contract award date should be = approximately September 30, 2001. The vendor shall provide customer = support services and products support for their commercial items. = Training in the use of the databases shall be provided to enable = participants to effectively utilize the database to extract needed data = and information. The number of User ID's and passwords shall be = determined at the discretion of CDC. CDC's current assigned User ID's = and passwords shall be maintained following award of a contract. = Contractor shall offer the option of billing on a fee-for-use basis as = well as a flat rate. This will be an Indefinite Delivery/Indefinite = Quantity contract. The FAR provisions 52.212-1, Instructions to = Offerors?Commercial Items and FAR 52.212-2, Evaluation?Commercial Items = apply to this acquisition. EVALUATION FACTORS AND INSTRUCTIONS TO = OFFERORS: Each evaluation factor will be evaluated separately = (technical conformance, past performance, price) as follows: (a) = Technical Conformance: Technical conformance and past performance, when = combined, will be approximately equal to cost or price. The proposal = must include descriptions, specifications, product literature, etc., = sufficient to substantiate that the services offered meets = requirements. The Government reserves the right to require validation = of proposed services and to obtain information for use in the = validation from any sources, including sources outside the Government. = (b) Past performance will be used as a separate evaluation factor in = determining the most advantageous offer to the Government. Offers will = be assigned a risk assessment based on information that CDC obtains = from the offeror's past performance information. Risk assessment will = be a subjective rating (high, moderate, low). Offerors shall provide a = list of the last ten contracts in-process and completed during the past = three years, which are similar in size and complexity to this = acquisition. Contracts listed may include those entered into by the = Federal Government, agencies of state and local Governments, and = Commercial contractors. The following information is required for each = contract reference: (1) name and address of customer/client or = Government agency, (2) contract number, (3) contract type, (4) total = contract value, (5) description of requirement, (6) Contracting = Officer's name, address, and telephone number, and (7) Project = Officer's name, address, and telephone number. (c)Price will be = evaluated based on any discount, and separate fixed fee, and fee for = use/service access structures offered to the Government. Technical = conformance and past performance, when combined, will be approximately = equal to cost or price. The Government intends to evaluate proposals = and award a contract without discussions with offerors (except = communications conducted for the purpose of minor clarification). = Therefore, initial offers should contain the offeror's best terms from = a price and technical standpoint. The Government reserves the right to = conduct discussions if later determined by the CO to be necessary. = Award will be made to the Offeror whose proposal provides the greatest = overall value to the Government. EVALUATION FACTORS FOR AWARD: A = cost/technical trade-off analysis will be conducted such that business = judgement will be exercised in selecting the most advantageous = alternative to the Government, considering both the technical merit and = price of proposals. The determination of the greatest overall value = will be made by comparing the differences in the value of performance = capability factors for each value-added feature with the difference in = the prices proposed. The Government will not be make an award at a = significantly higher overall price to achieve only slightly superior = performance capability features. CONTRACT CLAUSES: Offerors are advised = that FAR provision 52.212-3, Offeror Representations and Certification? = Commercial Items applies to this acquisition. Offerors are to include a = completed copy of this provision.
