Description

The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to negotiate on a sole source basis with HRA Inc. Conservation Archaeology (HRA), 8544 Summer Vista Ave, LasVegas, NV 89145, for site analysis of Clark County Wetlands Park, Nevada. The description, analysis, and interpretation of artifacts, samples, and records collected in the 1970s from sites 26CK1138, 26CK1139, 26CK1282 and 26CK1474 located in Clark County Wetlands Park, will be integrated into recent fieldwork, survey and testing, conducted by HRA. Archival quality packaging of artifacts and a written report will be completed. This procurement is being set-aside for small businesses. The NAICS code is 541990 and the size standard is $5 million. In Fall 2000, HRA re-evaluated these sites and found that intact features and subsurface deposits are still present. In January 2001, HRA, excavated test trenches in sites 26CK1282 and 26CK1474, finding buried stratified cultural deposits and artifacts. Continuity of researchers is important to ensure consistency in analytical methods and interpretations. Archaeological work by different organizations conducted in the past has failed to properly evaluate the value of these sites. HRA has re-evaluated the previously recorded sites, including the four subject sites, in the east half of the Wetlands Park in their 2000 report, Fragile Past: Archaeological Investigations in Clark County Wetlands Park, Nevada. HRA is currently analyzing artifacts and samples from recent testing of sites 26CK1282 and 26CK1474. They re-assessed the remaining surface components of 26CK1138 and 26CK1139. This newly collected information needs to be integrated with the previous collections to make their analysis and interpretation complete. HRA has expertise in these site types along with the resources to thoroughly analyze these kinds of data. They have already researched much of the recording histories of these sites and have developed a research context for them. It is considered to be in the best interests of the Government to have HRA complete the site analysis of the Clark County Wetlands Park. This procurement will be awarded using Simplified Acquisition procedures. The anticipated award date is June 20, 2001.
