Description
The Agency for Office of Public Health and Science, (OPHS), Office of Minority Health (OMH), through the Program Support Center, General Acquisition Branch, plans to award a sole source simplified acquisition to the Finger Lakes Health Systems Agency. The anticipated date of award is June 22, 2001. PURPOSE AND GOAL: The goal of this project is to reduce the health disparities in the Rochester area between African Americans and the general population. The contract will assess the health and health services utilization of African Americans living in the six county Finger Lake Region. An analysis of the health of Rochester's African American community would focus the attention of local leaders, providers, and funders on developing appropriate solutions to address the documented disparities. Some information already exists, for instance, HIV has disproportionately affected African Americans in this community, as well as throughout the Nation. Locally, research has demonstrated that race is a significant predictor of whether a patient receives certain cardiac procedures such as angiography or coronary artery bypass grafts. However, a comprehensive picture of the extent of these disparities in this community and development of adequate community strategies to reduce these differences is not available. TASKS: The contractor shall provide the support necessary to carry out the following tasks: 1. In collaboration with the NYSOMH identify, convene, and provide staff support to a Task Force comprised of health care providers and community leaders in the African American community. 2. Compile and review relevant local analyses and national studies on the African American health status and utilization of health services. 3. Develop a comprehensive socio-demographic profile of the African American population in the six county Finger Lake Region. 4. Gather and analyze, by place of residence, available data on the utilization of health services by African Americans (e.g., morbidity and mortality, hospitalization rates, long term care utilization, mental health services utilization, and vital statistics). 5. Document and assess the health care resources available to African Americans in the Rochester region. 6. Analyze the findings of a recent study of insurance coverage in the Rochester community to assess the extent to which African Americans experience barriers to health care due to inadequate health insurance. 7. Develop a comprehensive report, including analyses by sub-county area, of findings and recommendations. 8. Develop and widely publicize report of findings and recommendations for implementation. DELIVERABLES: 1. Submit a draft list of identified task force members with a schedule of planned meetings to the Project Officer. 2. Submit draft of preliminary findings to the Project Officer and the Director of the New York State Office of Minority Health for review/comments and approval. 3. Submit Quarterly Reports to Project Officer. 4. Submit draft final report to Project Officer for review. 5. Submit a final report. Final report must contain a 1-2 page executive summary and must address comments made by the Project Officer. Two copies of the report and one copy of a Corel Wordperfect 8 version are to be submitted to the Project Officer. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
