Description
Purpose The Agency of Public Health Services through the Program Support Center, General Acquisitions Branch, plans to award a 12 month sole source Simplified Acquisition to the Idaho Primary Care Association. The anticipated date of award is July 1, 2001. The overall purpose of this contract is to generate a dialogue and raise awareness about the impact of health disparities on Idaho's Hispanic and Native American communities. On April 23, 2001, the Idaho Primary Care Association hosted a meeting in Boise of state and local leaders representing seven community organizations and institutions. A second meeting was held May 16, 2001. The purpose of both meetings was to discuss strategies for reducing health disparities among minority populations of the State of Idaho. The group's deliberations resulted in the following recommendations: (1) convene and organize a group that includes representation from key stakeholders from across the state, (2) develop a comprehensive assessment of the health status of Idaho's racial and ethnic populations and the current infrastructure for addressing health status issues, (3) identify a set of measurable health status indicators whose progress can be tracked and reported, (4) organize and facilitate a state-wide forum to obtain input on issues and strategies to build local and state partnerships in minority communities, and (5) identify a diverse and representative group of leaders to implement findings and recommendations from the assessment and summit. The Contractor shall accomplished through the development and implementation of strategies specifically designed to touch and involve community leaders, community advocates, policy makers and health care providers. The primary strategy will be a statewide assessment of the health status of Hispanic and Native populations and the existing infrastructure for identifying and addressing those health disparities. The assessment will include surveys, focus groups, community forums and other approaches for gathering information and involving stakeholders. Another strategy will be the identification of key indicators to measure and track health outcomes. The Contractor shall expand the current committee into a broadly representative steering committee of key stakeholders and community leaders to assist in planning and implementing the project. The Contractor, working with the steering committee, shall implement the statewide assessment. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
