- Description
- The National Institute of Standards and Technology (NIST) intends = to negotiate on a sole source basis with Dr. Steven Lorenz, = Walkersville MD, for technical assistance. The contractor shall = provide an upgrade to the broadband chamber for in situ calibration = scheme for the transfer standards radiometers like BXR using the = collimated beam and the absolute cryogenic radiometer (ACR) at the Low = Background Infrared (LBIR) Facility at NIST. Tasks shall also include = technical assistance for developing the advanced BMDO Transfer Standard = Radiometer (BXE-II) and testing of BXR-1 for ambient operation and = operating the LBIR Facility to achieve the maximum accuracy possible = for the blackbody calibrations and detector calibrations. The last = task shall involve providing integration into the spacecraft testing = support of NISTAR when delivered to the Goddard Space Flight Center. = F.O.B. Destination, Gaithersburg MD. The period of performance is = seven (7) months from date of award. This is a sole source with Dr. = Lorentz because of his involvement in the technical development of the = LBIR Facility from its inception. Dr. Lorentz developed the new = absolute cryogenic radiometer at the facility. His experience with the = experimental apparatus and the cryogenic equipment is so diverse, that = his unique expertise is essential in completing the government?s = requirements. A firm fixed price purchase order shall be issued on = 6/8/01 using Simplified Acquisition Procedures. Interested parties may = identify their interest and capability to respond to this requirement. = This notice of intent is not a request for competition. However, the = Government will consider all responses received by the response date = listed above. A solicitation document is not available. See Note 26*=20
