Description

This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information include in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), DAHA42-01-Q-0011, which incorporates provisions and clauses in effect through Federal Acquisition Circular 97-26. The North American Industry Classification System (NAICS) Code will be 332995, size standard is 100. The government has a requirement for: (A) DESCRIPTION: 72 each SFUAC Conversion Barrels for the M-4 Rifle and 72 each SFUAC Conversion Barrels for the M-9 Pistol (Baretta). (B) APPLICABLE PROVISIONS AND CLAUSES: (1) 52.212-1, Instructions to Offeror Commercial Items; (2) 52.212-2, Evaluation Commercial Items; (3) 52.212-3 Offeror Representations and Certifications Commercial Items, all offerors are to include a completed copy of the representations and certifications with their offer (a copy of 52.212-3 in full text is available at www.arnet.gov/far or upon request from the contracting office); (4) 52.214-4, Contract Terms and Conditions Commercial Items; (5) DFAR 252.204-7004, Required Central Contractor Registration; (6) 52.215-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders Commercial Items; (7) 52.212-6, Evaluation Commercial Items; (8) the following clauses are applicable and incorporated by reference: 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration; 52.232-36, Payment by Third Party. (c) EVALUATION FACTORS: The contract type for this procurement will be Firm-Fixed Price and award will be made on the basis of best value to the government, price and other factors considered. Selection will be based on the following evaluation factors in order of importance: (1) Technical factors, consideration of capability to provide the items required, and the quality of the proposed item; (2) total cost or price; (3) past performance.
