Description
Carderock Division, Naval Surface Warfare Center Norfolk Detachment will be evaluating commercially available split mechanical seals for use on board US Navy Patrol Coastal (PC) class ships. The objective of the evaluation is to study the possible replacement of existing stuffing boxes on the ship's main propulsion shafts. Seals must meet the following requirements: capable of installation without removal of the affected shaft, a seal leakage rate of no more than 10 drips per minute, a water supply connection to supply water to the stern tube bearing, ability to replace the seal face and seat while at sea, a means of sealing the stern tube temporarily while performing maintenance, a method of repair without removal of the shaft that will allow normal operation of the shaft should there be catastrophic failure of the mechanical seal, readily available spare parts kit. The dimension and material of the main propulsion shafts are 4.5276" and Monel K500, respectively. Government personnel will perform the evaluation with the assistance of the ship's force for a period of approximately one year following installation, dependant on the availability of the ship. Installation will be performed aboard a representative ship of the US Navy PC Class located at Little Creek Amphibious Base, Norfolk, Virginia. Interested sources should provide, for evaluation, technical information that fully describes the mechanical seal, including technical manuals, dimensional data drawings for seal and seat replacement, availability of a spare parts kit, and an itemized quote for the cost of the mechanical seals, associated components, services and installation. The following factors will be used to evaluate the information: capability of the item offered to meet the Navy's needs and cost and availability of all parts and services. From the information provided, the government will select the seals of two firms for simultaneous evaluation aboard the same Navy PC ship. Selected firms will be requested to provide a test seal and associated components at no cost to the government for use during an evaluation period. In addition, selected firms will be requested to provide a technical representative to be available at no cost to the government during installation of the specified seal. The mechanical seal and associated components must be available no later than 01 July 2001, so that the government may request the custodian to set aside a technical availability for installation aboard the ship.
