Description

Request for Proposal NAS OCEANA, VA, WATER TANK 121 services project set aside for small business. The work includes specialized water tank engineering, and technical, fabrication, rehabilitation, and logistics support. The prospective offerors shall provide labor and materials for the design, procurement, fabrication, assembly, installation, spot cleaning, spot coating of repairs to Water Tank 121 at Oceana NAS, Norfolk, VA. This effort requires experience with field directed and field painting of water storage tanks and knowledge of the American Water Works Association (AWWA) standards. The BASIC AWARD is for: Riser-to-Bowl Connection Replacement. Removal and replacement of the riser-to-bowl connection with spot cleaning/coating coating of the damaged areas and new materials. The offeror will provide a cost breakdown for the BASIC AWARD and for the four discrete OPTIONS. The option(s) that the Government may/will exercise shall be based on the technical merits of the submitted repair plan and the plan's associated costs subject to availability of funding. Option 1: If Option 3 is rejected, replacement of 10 rungs of the tower ladder. Option 2: Installation of ladder safe-climbing devices on the "existing" exterior tower ladder, exterior shell and roof ladder, interior container ladder, and riser ladder. Option 3: If option 2 is rejected, the removal and replacement of the exterior tower ladder, exterior shell and roof ladders, interior container ladder, and riser ladder. Option 4: Modification of the balcony safety railing and the roof platform safety railing. The solicitation will be a Request for Proposals, whereby offerors will be required to submit a technical, cost proposal and past performance information. Offerors will be allowed one pre-bid site visit on 14 June 2001 at Public Works Center (PWC), Virginia Beach Site, 953 Hornet Drive, Suite 204, Virginia Beach, VA 23460-2197. Offerors will provide any and all materials and safety gear required to accomplish the pre-bid inspection including, but not limited to: safety harnesses, ropes, climbing gear, hard hats, safety shoes, appropriate clothing, and lighting. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government in terms of price, past performance, and other non-price related factors. Response to the Request for Proposal will be evaluated using price, past performance, and other non-price related factors. The contract will be awarded with fixed-price provisions.
