Description
PLEASE NOTE THE FOLLOWING DESCRIPTION HAS BEEN MODIFIED. CHANGES ARE IN ALL CAPITALS LETTERS. Provide all labor, materials, equipment, and transportation to excavate approximately 785 cubic yards of lead and PCB contaminated soil at Tern Island, French Frigate Shoals, Hawaii. The contractor must bring a barge(s) to Tern Island capable of hauling back the entire volume of excavated material to Honolulu for disposal. French Frigate Shoals is part of the Hawaiian Islands National Wildlife Refuge, and contains many species of endangered and otherwise protected species of seabirds, seals and turtles and the direction of the US Fish & Wildlife Service. All work shall be coordinated with the Refuge Manager. Tern Island facilities are extremely rustic and sparse. USFWS barracks facilities will be made available to no more than eight contractor personnel at contractor expense. The construction range is between $500,000 & $1,000,000. All work shall be completed no later than 155 calendar days after receipt of the notice to proceed. ACTUAL ONSITE WORK SHALL BE LIMITED TO THIRTY (30) CALENDAR DAYS COMMENCING NO LATER THAN 24 SEPTEMBER 2001. This solicitation and the resulting contract are issued under PL100-656 Small Business Competitiveness Demonstration Program. Only faxed or written requests for bid packages are acceptable. This notice is for informational purposes for minority, women-owned and disadvantaged business enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
