Description
The National Institute of Standards and Technology (NIST) intends = to negotiate on a sole source basis with Hitachi Instruments, Inc., San = Jose, CA for Full Service Preventive Maintenance for one (1) Hitachi = Model S-4700-II Hi-Resolution Field Emission Scanning Electron = Microscope (S/N 470-19-09) under the authority of FAR 13.106-1(b) Only = One Source Reasonably Available. The proposed contractor has = maintained the unit while under warranty (which will expire 07/31/01), = is the OEM manufacturer, has a factory-trained service team and = inventories consumables/replacement parts for immediate needs in order = to limit the downtime the instrument could incur. Award to another = source would jeopardize the level of expertise of the service quality = that NIST is confident it must receive to properly maintain the = equipment to achieve maximum operation ability. The service will = include unlimited emergency calls, replacement of all non-consumable = parts, two comprehensive preventive maintenance visits per year and = replacement of disk apertures, when necessary. A firm fixed price = purchase order will be issued. The period of performance is the base = period of 14 months, with three (3) one-year option periods. = Interested parties may identify their interest and capability to = respond to the requirement, in writing. This notice of intent is not a = request for competition. However, the Government will consider all = responses received by the closing date. Written responses to this = synopsis shall contain sufficient documentation to establish a bona = fide capability to fulfill the requirement. A determination by the = Government not to compete this proposed requirement based upon = responses to this notice is solely within the discretion of the = Government. Information received is normally considered solely for the = purpose of determining whether to conduct a competitive procurement. A = Request for Quotation (RFQ) is not available.
