- Description
- The United States Coast Guard Research & Development Center (USCG = R&DC), Groton, CT intends to award a sole source contract to = PPL-Spectrum, Allentown, PA to install a molten carbonate fuel cell at = the USCG Air Station Cape Cod. In a combined effort of federal, = state, and industry partnership, the USCG Air Station intends to field = a prototype fuel cell power generator to support critical air = operations which are likely to include flight command and control = facilities, maintenance hangers, and various testing equipment. The = installation of the fuel cell will further fuel cell technology as well = as meet the power requirements of the USCG Air Station. In the = partnership environment , each market segment will benefit by = leveraging each other's committed resources which will be a catalyst to = explore the potential benefits of using fuel cells for electric power = generation. Without the rebates/incentives being offered by local = utilities in this partnership arrangement, this project would not be = economically reasonable. PPL-Spectrum is the North American = Distributor for Fuel Cell Energy, Danbury, CT who is the only United = States manufacturer of the Molten Carbonate Fuel Cell. Through = extensive market research, it has been determined that the molten = carbonate fuel cell is the most suitable in terms of energy efficiency, = size and complexity. The molten carbonate fuel cell represents the = latest generation of highly efficient, non-polluting fuel cells and = will demonstrate the use of highly efficient, advanced renewable energy = technology with virtually no pollution. The NAICS Code for this = acquisition is 335999 with a small business size standard of 500 = employees. The USCG R&DC intends to award a firm fixed price contract = with options with a period of performance of three years. See Note = 22. This notice is for informational purposes for Minority, = Women-Owned and Disadvantaged Business Enterprises: The Department of = Transportation (DOT) Office of Small and Disadvantaged Business = Utilization (OSDBU) has a program to assist minority, women-owned, and = disadvantaged business enterprises to acquire short term working = capital assistance for transportation related contracts. Loans are = available under the DOT Short Term Lending Program (STLP) at prime = interest rate to provide accounts receivable financing. The maximum = line of credit is $500,000.
