Description
THIS IS NOTIFICATION OF AN INDUSTRY DAY. The Government does not = intend to award a contract or any other type of agreement on the basis = of this synopsis. This is NOT a request for proposal or an invitation = for bid. The AFRL Propulsion Directorate (AFRL/PR-West), Edwards AFB, = CA has a requirement for one-year study efforts. These studies of an = Advanced Hydrocarbon and Liquid Rocket Engine are in support of the = Integrated High Payoff Rocket Propulsion (IHPRPT) program. The AFRL = seeks to define a preliminary design concept for a high pressure oxygen = rich staged combustion LOX/Hydrocarbon booster rocket engine and to = define a preliminary design concept for an oxygen rich staged = combustion hydrocarbon booster rocket engine. The rocket engine shall = use liquid oxygen as the oxidizer and kerosene, RP-1, as the baseline = hydrocarbon fuel; however, three alternate hydrocarbon fuels will be = identified for study and data properties and will be provided at = contract award as Government Furnished Information (GFI). The rocket = engine design shall utilize current proven technology with existing = materials at an Aerospace Readiness level of five or greater for both = materials and processes. Rocket engine thrust, weight, envelope, = performance, chamber pressure, area ratio and operational requirements = will be established during the study. Engine design will be based upon = a reliability and cost effectiveness viewpoint for the USAF Space = Operations Vehicle (SOV) and mission scenario provided by AFRL/PR-West = at contract award. Results of this study shall provide preliminary = design information for planning future technology demonstration tests = of a robust, high performance, reliable and fast response LOX/HC = booster engine that will provide the USAF assured access to space. It = is anticipated that two firm fixed price contracts with a value of = about $1.5M for each study and period of performance of twelve months = will be awarded for the effort. Contract award is estimated in the = first part of fiscal year 2002. Candidate propulsion contractor(s) = should have current experience in the safe storage/testing of = components and engines using LOX/HC. It is desirable that an = experienced launch vehicle contractor provide booster vehicle support = for the engine study. The Government plans to issue a Program Research = and Development Announcement (PRDA) around 30 Jun 01 using the data = gathered during early industry involvement. This acquisition involves = data that is subject to export control laws and regulations. A foreign = disclosure review of the technical data has been accomplished. Foreign = firms are advised that they will not be allowed to participate as prime = or subcontractor at any level; there will be NO FOREIGN involvement on = this program. This synopsis constitutes one form of early industry = involvement and the Government requests industry recommendations, = opinions, and feedback.
