Description

The National Institute of Standards and Technology intends to = negotiate on a sole source basis with Robert Larrabee, Derwood, MD to = develop standards and measurement methods for Scanning Electron/Optical = Microscopes, under the authority of FAR 13.106-1(b) Only One Source = Reasonably Available. Specific tasks include: 1) design/implement: = a. linewidth and overlay instrumentation and standards; b. calibration = procedures for those SRMs; c. the determination of the resulting = uncertainty of their calibration; 2) transfer existing optical modeling = computer program to the NIST mainframe computer; 3) calibrate and = determine uncertainty of the new SEM magnification standard SRM 2090; = 4) edit or co-author publications, presentations, and proposals = relating to Tasks 1-3. The proposed contractor is known to possess the = years of specialized training and the requisite knowledge necessary to = accomplish the work. Award to another source would mean intolerable = delays to the NIST Precision Engineering Division while the source = attained the appropriate training. The period of performance will be = 08/01/01 through 07/31/02 with three (3) one-year option periods. The = NAICS code for this acquisition is 541710 and the size standard is 500 = employees. Interested persons may identify their interest and = capability to respond to the requirement, in writing. This notice of = intent is not a request for competition. However, the Government will = consider all responses received by the closing date. Written responses = to this synopsis shall contain sufficient documentation to establish a = bona fide capability to fulfill the requirement. A Request for = Quotation (RFQ) is not available.
