Description
The Operations Support Command (OSC) located in Rock Island, IL is spearheading an initiative known as the Arsenal Support Program Initiative (ASPI) providing business opportunities associated with the U. S. Army manufacturing arsenals. Other installations may be added as it is determined they could meet the definition of a manufacturing arsenal. IAW Sec 343 of the Defense Authorization Act of FY 2001, the ASPI program is designed to help maintain the viability and unique capabilities of the country's manufacturing arsenals. ASPI is designed as a demonstration program to permit commercial firms to utilize physical portions of the Arsenals and obtain access to the Arsenals' skilled workforce base for commercial purposes. The ASPI program is modeled after the ARMS program, already proven extremely successful at a number of other OSC installations. The OSC is beginning the process of implementing this program at Rock Island Arsenal, Rock Island, IL; Watervliet Arsenal, Watervliet NY; and at Pine Bluff Arsenal, Pine Bluff, AK. With this announcement OSC is introducing the program and outlining some of the basic procedures involved. This announcement currently only pertains to Rock Island and Watervliet Arsenal. Pine Bluff Arsenal will be addressed in a separate notice. The basic philosophy of ASPI is that if a commercial firm has a desire to utilize Arsenal property (both real and personal) and/or obtain access to the skilled workforce of the Arsenal, and the commercial firm and the Arsenal can come to mutually beneficial terms, the Arsenals have the authority to enter into a contractual relationship with the commercial firm for that purpose. OSC is functioning as the ASPI implementation organization as well as having the responsibility for awarding any contracts that result for the Rock Island and Watervliet locations. An ASPI Implementation Plan is currently being staffed to Congress and a copy of the plan will be available shortly at the OSC website: http://www.osc.army.mil then select ARMS. A copy of the implementation plan is also available by contacting Mr. Garry Eichorn at the OSC (information at the end of this message). The implementation plan and the website outline the internal procedures that will be used to evaluate any commercial proposals/ideas put forth. The OSC and the Arsenals are committed to considering ANY and ALL concepts/proposals developed by commercial firms. The implementation plan outlines criteria that will be reviewed when considering whether or not to proceed with an idea put forth. The Government does retain its right to reject a proposal that does not meet the objectives of the ASPI program or conflicts with the Army's mission or community role. Commercial proposals are in no way limited in what can be addressed and can include manufacturing capacity, industrial or administrative space, specialized personnel skills, etc. Commercial firms' ideas/proposals will be held in confidence and firm sensitive information protected. There is no current cutoff date related to this announcement so any ideas put forth will be considered timely as long as the ASPI program is on-going.
