Synopsis for A-76 Competitive Sourcing Study for Multi-Location PACAF Precision Measurement Equipment Laboratory (PMEL) Operations OBJECTIVE: Pursuant to FAR 7.303 the Government is issuing a Synopsis for a Multi-Location A-76 Competitive Sourcing Study of Precision Measurement Equipment Laboratory (PMEL) Operations for the following Pacific Air Force locations: Anderson AFB, Guam; Hickam AFB, Hawaii; and Eielson and Elmendorf AFBs, Alaska. BACKGROUND: On 17 May 01, under direction of the Department of Defense and Air Force, subject competitive sourcing study was approved and is projected to be completed by June 2002. This competitive sourcing will be conducted in compliance with the Air Force policies in AFI 38-203 that implements the Office of Management and Budget (OMBC) A-76, Performance of Commercial Activities as well as all applicable Acquisition Regulations. The study will determine whether it is more cost effective for the Government to maintain in-house performance or outsource to contractor performance. As such, the subject requirement shall not result in a contract if Government performance is determined to be more cost effective. DESCRIPTION OF REQUIREMENT (excerpt from Draft Statement of Work (SOW)): The contractor shall provide qualified personnel, equipment, tools, materials, management, supervision, and other items and services necessary to perform the Precision Measurement Equipment Laboratory (PMEL) services except as specified in Section 3 as government furnished property and services. These services shall be performed at Andersen AFB, Guam; Eielson AFB, AK; Elmendorf AFB, AK; and Hickam AFB, HI or at the customer?s site. These services are required for the workloads identified in the SOW which provides historic data. Equipment may be added or deleted as determined by the Government. Support is required for Air Force activities, other Federal agencies, contractors and security assistance programs. These services must be performed under the Not To Exceed (NTE) amount of $29,292,484.00. Primary responsibilities include scheduling; Automated Data Processing Equipment (ADPE) management; supply support and property control; packaging, handling, inspection and transportation support; and Test, Measurement and Diagnostic Equipment maintenance. The contractor shall understand how to interface with other Air Force functions to include but not limited to: Contingency support, training, supply, transportation, facilities, budget, maintenance data collection, quality control and assurance, and integrated logistics feedback systems; communications and information systems, inter-service and inter-departmental support agreements; reimbursement procedures; equipment scheduling, production, and material controls; facility requirements; support equipment material management; and Air Force Metrology and Calibration (AFMETCAL Det 1) Program functions and procedures.
