This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is being issued to procure an emergency replacement for the Power Transformer at the Green Peter Powerhouse (map available upon request). The nearest rail is Foster, Oregon. Immediate availability and delivery is requested. The current transformer nameplate information, outline drawings, and a map showing the location of the Green Peter Powerhouse is available upon request. This unrestricted solicitation is being issued using simplified acquisition procedures; the SIC code is 3612; FSC is 6120; NAICS is 335311. The solicitation number is DACW57-01-Q-0354. The contract line item number(s) requiring a price is as follows: Power Transformer, oil filled (non-PCB), three phase, 60 HZ, 13.2kV delta to 115kV grounded wye, OA/FA rating of 73.5MVA/98MVA at 55 degrees C rise, 110MVA at 65 degrees C rise, with five no load taps on the high voltage winding. Quantity of 1 each. Advise of availability. FOB destination. As an alternate, we can accept a transformer that has a low voltage rating of 13.8kV, and high voltage rating of 110kV to 116kV, if they are equipped with tap changers. As another alternate, we can accept a MVA rating as low as 50MVA for use as a short term spare. The following provisions and clauses apply to this acquisition.
