- Description
- The North East Acquisition Team intends to award two separate indefinite delivery, indefinite quantity contracts for Professional Surveying Services for landline surveying on or near the National Forests. One contract will be for the Green Mountain National Forest located in Vermont. The other contract will be for the Finger Lakes National Forest in New York. Only firms with Registered Professional Surveyors licensed in the states where the work will be conducted will be considered. Each contract will be issued as a one-year contract with four one-year options (potential of five years). Task orders will be issued as needed to accomplish the work. Estimated Contract Time will vary with each individual task order. The work may also include site surveys. Over the total life of the contract, the Government will guarantee to purchase a dollar amount of $10,000. minimum, $200,000. maximum for the Green Mountain NF and $8,000. minimum, $150,000. maximum for the Finger Lakes NF. There is no minimum or maximum yearly guarantees outside those stated above. In evaluating proposals, the listed criteria in Note 24 will apply, with 1, 2 & 3 being of relatively equal importance, but only half the importance of criteria 4 and 5. Be sure to address all five criteria. Additional Sheets should be used to address all evaluation criteria relative to the following: (1) Your firm's Registered Professional Surveyors' experience in rural boundary surveys and property line marking. Indicate anticipated level of involvement of each RPS on this project. (2) Show years of experience and number of miles in rural boundary surveys and property line marking of the key personnel that will be assigned to the project. Include an outline of field and office procedures. (3) List your firm's equipment, personnel available, and procedures used to ensure reasonable deadlines are met. Include any proposed subcontractor and specify what duties they would perform. (4) Referenced projects that are similar in scope to rural boundary surveys and property line marking. (5) Indicate where your nearest office is in relation to the project area. If not within 50 mile radius of the Forest, indicate how you plan to provide service in a cost-effective manner. Indicate your firm's knowledge of local survey practices, records research, and the approach you have used on previous surveys to resolve problems resulting from conflicting title or physical evidence. Submit a sample surveyor's report accompanied by a plat (suitable for filing in the public record), which identifies a boundary conflict and provides an appropriate solution or conclusion. Please submit (3) copies of the above information to: USDA Forest Service, 222 Liberty Street, Warren, PA 16365, Attn: John McHenry, Contracting Officer and include Solicitation No. NEAT-01-017 and the national forest(s) that you wish to be considered for on the outside of the envelope. To be considered, all material must be received by close of business on July 18, 2001. See Numbered Note 24.
