Description
The Department of Interior, GovWorks, is seeking sources for the Pentagon IT Services Center (PITSC) to design, deliver, and support an F-15E PC based ATD capable of operating in an integrated multi-ship environment. The PC-ATD training system will take advantage of commercial-off-the-shelf (COTS) hardware and software technologies to the maximum extent possible. PC-ATD must model F-15E aircraft systems/subsystems and stores performance without using aircraft or stores code. PC-ATD will have the ability to operate in classified mode for training missions and be switched to unclassified mode in less than 1 hour for unclassified training and demonstrations. The PC/ATD must be portable. Each PC-ATD ship must include a pilot station with hands-on-throttle-and-stick (HOTAS), rudder system (for one pilot station only), and a Weapons System Officer (WSO) station with hand controllers, functionality similar to aircraft. Each station will have a PC with a head-mounted out-the-window (OTW) visual (goggle) system to include an inertial head-tracker and a monitor for non-goggle usage. The PC-ATD will include: high fidelity aerodynamic and thrust models, three dimensional visual terrain modeling (for goggle use), terrain avoidance, over-water flight ability and characteristics, air and surface target engagement capabilities, air and ground interactive threat modeling, capability to slew OTW visual PC Monitor without using head-tracker, Night Vision Goggle emulation, high fidelity cockpit displays to support flight operations, threat warning, and air-to-air/air-to-ground mission execution with interactive display functionality while being selectable for viewing through NVG and PC monitor, sensor and weapons emulation, and realistic radar picture that accurately mimic F-15E systems and flight dynamics. PC-ATD will perform ground and flight operations as an integrated single crew station with virtual crew member, as an integrated single ship (both crew members), and as an integrated multi-ship (combination of crew members or mixed with virtual crew members) to support coordinated mission execution. PC-ATD will function as a stand-alone integrated and interactive CBT component to train pilots and WSOs on weapons deployment from initial instruction through mission employment, using a virtual instructor. Briefing Room Interactive (BRI) capability will be required for pre-mission briefing, debriefing and mission execution using imbedded virtual instructor critique.
