Description

The USDA, Animal and Plant Health Inspection Service, (APHIS), International Services intends to procure the services of an expert in the field of foreign service personnel system reviews. This procurement will be awarded as a labor hour contract. The consulting services shall result in a human resources system with special emphasis in Civil Right responsibilities to enable APHIS to improve its capacity to recruit, hire and select people to work in its Foreign Service with the skills needed to enhance APHIS' overseas mission and a modified Foreign Service performance evaluation system that reduces paperwork, improves the performance management system to ensure that employees are fairly rated, and involves employees and managers in an enhanced employee development relationship. The copy of the solicitation, 72-M-APHIS-01, is to be released on or about July 2, 2001. Telephone requests will not be accepted. All responsible sources may submit an offer which will be considered. Proposals will be due no later than 2:30 local time on August 1, 2001. A copy of this solicitation will be available in this office for review. This effort is being procured as a full and open competition and incorporates FAR updates through FAC 97-26.
