Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes an announcement and a request for oral presentations. The Department of Interior requires express shipping and delivery services. The successful contractor will provide express shipping and delivery services from duty stations in all fifty states, the US associated Pacific Insular areas, the Virgin Islands and Puerto Rico, and various international duty stations, including but not limited to Brazil, Guatemala, Saudi Arabia. The department currently has approximately 2500 separate express shipping accounts, of which 120 are automated, deemed to be high volume and represent about 46% of the total monthly volume. The total monthly shipping volume is in excess of 45,000 packages. The contractor must provide a variety of shipping methods with Monday through Friday afternoon/evening pick-up service available to all DOI sites. The services shall include an automated internet/web based accessible tracking system, continual maintenance service, software/hardware upgrades and all delivery site supplies. The contractor shall provide daily automated billing reports and monthly shipping analysis reports. Reports shall be available at the Department, Bureau and site level. The delivery services, including door to door, shall at a minimum, ensure the maintenance of the established DOI delivery service time line. The DOI delivery service time line is as follows: Type of service Delivery Priority overnight 10:30 am next day Standard overnight 4:30 pm next business day 2 day 4:30 pm on second day 3 day 4:30 pm on third day The Government intends to award a base year contract with four one year options. The requirements of this service as specified in this Streamline Solicitation are the same for the base and option years. In the event funds are not available for the continuation of an option year contract, the contract will be canceled or terminated. Contract provisions FAR 52.217-2, Cancellation under Multi-year contracts, and 52.217-5, Evaluation of Options, are applicable. The contractor will be notified of the government's intention to exercise the option 30 days prior to the expiration of the base period. The contractors proposal presentation must address both the base year and option years. It should include pricing for all domestic and international shipping services, including priority next day, standard next day, two day, three day, ground service and freight. The proposal presentation should also include an implementation/transition plan and address staffing and resource management. Place of performance for this contract is nationwide. The following contract provisions apply to this acquisition: FAR 52.212-2, Evaluation-Commercial Items, 52.212-3, Offeror Representations and Certifications-Commercial items, 52.212-5 including subparagraphs (11), (12), (13), (14), (15), and (17). A Best Value award will be made in accordance with the following criteria listed in descending order of importance: (1) Technical, (2) Past Performance and (3) Cost.
