Description
DHHS/PSC/DAM intends to award a sole source simplified acquisition to the Disability Advocacy Training and Technical Assistance (Dat2a) located in Takoma Park, Maryland. The Agency for Children and Families, Administration of Developmental Disabilities has a requirement for training and technical assistance to advisory boards and councils within the Developmental Disabilities Program Network. The Developmental Disabilities Assistance and Bill of Rights Act of 2000 (P.L. 106-142) (The Act) supports and provides assistance to state and public and private nonprofit agencies and organizations to assure that all individuals with developmental disabilities receive the services, assistance and opportunities necessary to enable them to achieve their maximum potential necessary to achieve increased independence, productivity and integration into the community. The contractor shall identify, develop, and implement technical assistance and training modalities to support the federal mandate of The Act to increase the ability of individuals with developmental disabilities and their family members who sit on governing boards and advisory councils to be increasingly active on their respective governing bodies. The contractor shall conduct the training and technical assistance services to program governing body members. The contractor shall demonstrate a record of successful academic and professional expertise in the field of developmental disabilities, development of and use of materials designed for individuals with developmental disabilities (including program staff). The contractor shall be recognized by the developmental disabilities community as a prominent educator, professional or leader in the area of expertise desired. The contractor shall provide technical assistance and training by conducting personal contact, seminars, research and the production of specific written materials. No solicitation document is available, and any requests for such will be considered nonresponsive. The services require the use of documents and comprehensive curriculums that the contractor has participated in the development of and/or developed. Only Data2a can provide this information. The proposed simplified acquisition is for services for which the Government intends to solicit one source under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit written documentation that demonstrates their ability to respond to this requirement within 15 days after the date of publication of this notice. This notice is not a request for competitive proposals; however, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses must be in writing and must refer to 01Y001561 to the attention of Susan Moran. If no affirmative responses are received, the contracting officer will proceed to issue a purchase order to Dat2a.
