Description

DESCRIPTION: This solicitation is being issued on an unrestricted basis and formatted as a Request for Proposal in accordance with the requirements of FAR 15.6. The Source Selection Method of procurement has been selected for this project in accordance with FAR 6.401. Award will be made using Source Selection procedures that result in the best value to the government, price and technical factors considered. The government reserves the right to reject any and all proposals at any time prior to award; to negotiate with any one or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government. Proposers are advised that it is definitely possible that award may be made without discussions or any contact concerning the proposals received. Therefore, each initial offer should contain the offeror's best terms from price and technical standpoint. Offerors should not assume they would be contacted or afforded an opportunity to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offerors to revise their proposals. Firms submitting technical and price proposals will not be compensated for specifications. Proposers will be evaluated on technical factors as follows: Factor A -- Technical Qualifications; Factor B Past Performance; Factor C Construction Schedule; and Factor D Small Business Subcontracting Plan. This project is for Renovations of Hangar 2941 and Building 2997 at Naval Air Station, Whiting Field, Milton, FL, and is structured as follows: CLIN 0001: The work includes AFFF fire suppression system; upgrading hanger to current standards and life safety codes; removing lead based paint on exterior steel and repainting; replacing windows, HVAC; new floors, ceiling and wall finishes, upgrading hanger doors to wind load standards and OSHA requirements; installing skylights; EFIS installation. CLIN 0002 (Option One), Installation of Motorized Hangar Doors, Hangar 2941; CLIN 0003 (Option Two), Paint Structural Steel on Roof, Hangar 2941; CLIN 0004 (Option Three), Install Exterior Translucent Panels, Hangar 2941; CLIN 0005 (Option Four), Replace Light Fixtures in High Bay Area, Hangar 2941; and CLIN 0006, Markups (for evaluation purposes only). The entire solicitation, including plans and specifications, will be available for viewing and downloading from the Internet approximately 11 July 2001. The official planholders' list will be maintained on and can be printed from the website. Amendments will be posted on the website for downloading. This will normally be the only method of distributing amendments; therefore, it is the offeror's responsibility to check the website periodically for any amendments to this solicitation.
