Description

This solicitation will be issued on an "UNRESTRICTED" basis inviting full and open competition. The work includes the removal and replacement of three air handling units, removal and replacement of the entire building air distribution duct systems, removal and replacement of all building exhaust systems, removal and replacement of the building control systems and related work. This project is located at the Medical/Dental Clinic at Naval Station Mayport. This project is tightly phased with work being performed while 2/3 of the building remains operational. Source Selection Procedures are being utilized for this procurement. Offerors will be required to submit a technical and price proposal with award being made to the offeror submitting the Best Value to the Government. Technical Factors are: FACTOR A: Past Performance, FACTOR B: Small Business Subcontracting Effort, FACTOR C: Scheduling, FACTOR D: Technical Qualifications. The estimated range for this project is $1,000,000 to $5,000,000. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR CONTACT CONCERNING PROPOSALS RECEIVED. All proposals should be submitted on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded any opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION FOR SPECIFICATIONS. The Government intends to issue the RFP on the WEB ONLY. The RFP will be posted on or about July 3, 2001 by 4:00Pm (EST). Prospective offerors must register themselves on the website- http://esol.navfac.navy.mil. The official planholders list will be maintained and can be printed from the website. Amendments will be posted to the website for downloading. This will be the only method of distributing amendments; therefore it is the OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Offerors must also be registered in the Contractor's Central Registration (CCR) in order to participate int his procurement. The website for CCR is http://ccr2000.com.
