Description
The National Park Service, Department of the Interior, is soliciting proposals from construction firms having the capability to perform the work described below. This is a 100 percent set-aside for eligible 8(a) HUBZone concerns. If the offeror intends to meet the project requirements via a joint venture, the offeror must make the request for a joint venture to its respective Business Opportunity Specialist in their District Office prior to the proposal due date. This requirement is being restricted to those 8(a) HUBZone participants serviced by the Small Business Administration District Offices in San Diego, San Francisco, Los Angeles, Santa Ana, and Fresno, California. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an offeror's technical capability, and will then select the contractor whose proposal represents the best value to the Government. The work of this contract consists of the rehabilitation/restoration of the historic Kelso Depot in Mojave National Preserve. The work includes providing water and wastewater systems, mechanical and electrical systems, architectural upgrades, structural upgrades, sitework and landscaping. The project is located at Kelso Depot, Kelbaker and Kelso-Cima Road, Mojave National Preserve, Kelso, California. Kelso Depot will not be occupied during construction. However, access for National Park Service administrative and other official business must be maintained throughout the construction phase. It is anticipated that this solicitation will be issued electronically on/about July 9, 2001, on the Department of Interior's Business Opportunities website, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. It is anticipated that the Department of Interior will be conducting all future business opportunities via electronic commerce. Prospective offerors desiring to conduct business with DOI should register at the FedBizOps link below. Proposal documents will be made available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe format, and drawings will be available in TIF format. Offerors wishing to receive notification of changes to the solicitation must revisit the website at http://ideasec.nbc.gov on a periodic basis to check for the most recent amendment, as applicable. Offerors may also register at http://www.FedBizOps.gov. No other notifications of updates will be sent to prospective offerors. The construction magnitude of this project is $1,000,000 -- $5,000,000. The time for completion of this project is 545 calendar days after issuance of the notice to proceed. A site visit is tentatively scheduled on/about July 19, 2001. The exact time and location of the site visit will be identified in the Request for Proposal (RFP). The exact due date for proposals will also be identified in the RFP.
