Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested quoters may submit a quote.***This is a brand name or equal procurement. Brand name or equal description is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement.***The National Institute of Standards and Technology (NIST) has a requirement for a Benchtop Universal Testing Machine, Tinius Olsen Company model H100K-S or equivalent.***All interested quoters shall provide a quote for the following line items: Line Item 0001: Quantity one (1) Benchtop Universal Testing Machine, Tinius Olsen Model H100K-S, Part No. 71H100KS or equivalent, meeting all the following required specifications: (a) 22,500 1bf, 10200 kgf capacity; (b) A minimum of 36 inches of crosshead travel (Excluding tooling); (c) Testing machine must include an integral control and display unit, which provides the following minimum features without the need for external controller and software: 1. Digital display of force and displacement at any instant throughout the test; 2. Real time auto ranging graphic display; 3. Storage and retrieval of at least five (5) test parameters; 4. Manual = crosshead; up, down, stop and jog control; 5. Dedicated function keys for fast access; 6. Input of test data and formatting of test report; 7. Cyclic control between zero extension and a selected value of extension, force or strain; 8. Stress calculations based on width and thickness or on width entries.; (d) Speed range of 0.001 to 500mm/minute (0.001 to 20 in/min) for use up to 25 kN (5625 lbf); (e) Minimum speed resolution of 1 micron per minute; (f) Capable of accepting interchangeable self-identifying load cells; (g) Machine must be able to run in manual mode without the use of external software; (h) Machine must be capable of printing out five (5) graphs on one page without external software, and provide mean, median, standard deviation, max load, load at break, and extension at break with a PCL5 compatible laser printer.***Line Item 0002: Quantity one (1) each Load Cell 100kN (22,500 lbf, 10200 kgf) capacity, Tinius Olsen Part Number 71LC100K or equivalent.***Line Item 0003: Quantity one (1) set Compression Platens, Tinius Olsen Part Number 71HCX1 or equivalent meeting the following required specifications: hardened steel 100 kN, (22,500 1bf, 10200 kgf) capacity, 75mm (2.95 in) diameter.***Line Item 0004: Quantity one (1) each Test Navigator Standard Software Package or equivalent with one test module for metals compression.***The Contractor shall state the warranty coverage provided for all line items.***Delivery shall be FOB Destination. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall be 90 days after receipt of the purchase order.***Award will be made to the quoter whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are = significantly more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristic, which clearly documents that the offered product(s) meet or exceed the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10). Quoters shall provide a list of at least two (2) references confirming the use of the holder.
