- Description
- This is a combined solicitation/synopsis for commercial items description, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation, a written solicitation will not be issued. The solicitation, No. 263-01-P(BD)-0083, is issued as a RFP. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 97-27. The North American Industrial Classification System Code is 334516, and the business size is 500 employees.. The National Institutes of Health, National Institute of Allergy and Infectious Diseases has a requirement to furnish, install , and train personnel on an optical biosensor. The NIH intends to contract with Biacore Inc., 200 Centennial Ave, Suite 100, Piscataway, New Jersey 08854, under the authority of FAR 6-302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Biacore Inc., is the only known source for this equipment. The equipment shall be capable of the following unique performance specifications: (1)Shall provide a 4-channel flow path having multi-channel simultaneous data acquisition ability. (2) Shall include an autosampler having the ability to provide fully automated measurements.(3) Shall be able to perform with sample concentrations of 10 picomolar to 1 millimolar, and sample volume of 20 to 80 microliters. (4) Shall be able to provide flow rates from 1 to 100 microliters per minute.(5) Shall have an affinity limit of 0.5 picomolar to 0.1 millimolar, association rate shall be between 1000 and 10,000,000 per molar per second.(6) Shall provide a dissociation rate constant of 5 one millionth to one tenth per second.(7) Shall provide a molecular weight detection limit of 200 daltons or higher. (8) Shall provide a refractive index detection range of 1.33 to 1.40. (9)Shall provide an analysis temperature range of 4 to 40 degrees centigrade. (10)Shall provide a baseline drift less than 0.3 response units per minute. The Government anticipates the award of an Indefinite Delivery, Indefinite Quantity contract, with a minimum of one(1) system and a maximum of twenty(20)systems, which shall be for multiple-agency usage. The period of performance shall be for twelve(12) months with four (4) successive renewable (12) month options. Deliveries shall be made FOB Destination within consignee's premises to the specified address(es). The Government desires the initial delivery on one (1) BIAcore 3000 within in 60 calender days after date of contract award, for delivery to the National Institute of Allergy and Infectious Diseases. Thereafter, additional instruments will be ordered as requested by the Government. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the Government's REQUIRED delivery schedule of ninety (90) calender days after placement of the order. The Government will evaluate based on F.O.B. destination and acceptance at Bethesda, Maryland, and the requirements of FAR 52.214-21 "descriptive Literature" apply. Proposals/Information provided must demonstrate the equipment's ability to met the specifications described herein. A completed copy of the provision 52-212-3, Offeror Representatives and Certifications- Commercial Items, is required as part of the offer. The clause 52.212-4 Contract Terms and Conditions- Commercial Items applies to this acquisition..The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition.. . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Contractor will be paid following delivery, and acceptance of equipment .The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirements with a commercial item within 15 days of this notice. A determination by the Government not to compete with this proposed contract based on upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
