- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposals (RFP) OAM-2001-N-0021. This combined synopsis/ solicitation is organized in seven parts: 1) General Requirements; 2) Specific Maintenance Requirements; 3) Applicability of FAR Provisions; 4) Format of Proposals; 5) Cost Proposals; 6) Evaluation Criteria; 7) Point of Contact. 1. GENERAL REQUIREMENTS: The U.S. General Accounting Office (GAO) has a requirement for continuing maintenance and support of GAO's installed base of Novell software under a Novell Master License Agreement (MLA). GAO currently has a five-year (MLA) contract direct with Novell that expires 09/30/01. Under this MLA agreement, GAO has acquired product maintenance for a variety of Novell products, including, but not limited to, Novell Netware, Groupwise, and Zenworks. Under this agreement, which is a continuing requirement to be met by this acquisition, GAO requires periodic specialized Novell consulting (Premium Support Services) and ability to acquire new Novell software products under Novell's MLA Catalog Pricelist. GAO intends to execute a 5-year MLA support contract though this combined synopsis/solicitation. GAO intends to execute one MLA agreement that includes Novell provided maintenance for products owned by GAO, Premium Support Services and Consulting for Novell related issues, and new products and services that may be offered through Novell's MLA Pricelist. GAO does not intend to break out its Novell MLA requirement into separate contractual components, such as, one contract for maintenance and another contract for support. Only one contract will be issued. 2. SPECIFIC REQUIREMENTS: GAO's specific maintenance requirements are as follows: Netware 5.1, MNT-004889-001, 3800 licenses; Groupwise 6, MNT-005152-001, 3800 licenses; Zenworks Bundle, MNT-005111-001, 3800 licenses; and Novell Account Manager, MNT-004961-001, 3800 licenses. GAO's specific Premium Support Services requirements must be met by Novell employees, not by second party providers. Typical support services required may include, but not be limited to, Additional Primary Support Engineer (O51-000578-001), Dedicated Support Engineer (051-000576-001), and custom engagements of a Dedicated Support Engineer on an approximate half-time basis. 3. APPLICABILITY OF FAR PROVISIONS: The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52.212-1 -- Instructions to Offerors -- Commercial Items. Offerors must include a completed copy of FAR provision 52.212-3 -- Offeror Representations and Certifications-Commercial Items with their offer. FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. FAR 52.212-4 -- Contract Terms and Conditions-Commercial Items, Conditions. 4. FORMAT OF PROPOSALS: Offerors must submit proposals no later than 2:00 p.m., (EST), July 18, 2001. Proposals must contain:1) the name, address, and telephone number of the offeror; 2) Representations and Certifications at FAR 52.212-3; 3) Cost Proposal; 4) If the offeror is not Novell, then a Letter of Authorization from Novell, Inc. certifying the offeror as a supplier of Novell MLA maintenance, support, and software products, 5) the Novell MLA Agreement form requiring review and signature by GAO. The proposal must be signed by an official authorized to bind the offeror. Offerors that fail to furnish required representation and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. 5. COST PROPOSALS: Offerors will be required to complete a simple spreadsheet that identifies costs over a 5-year contract period. Significant elements of this spreadsheet include annual Discount Rate, Cost of Maintenance line items, and representative types of Premium Support and Consulting that may be required during the contract term. Offerors are urged to contact Loretta Williams, Contract Specialist, as identified below to obtain an electronic copy of the cost spreadsheet. Offerors will be required to identify unit costs for maintenance and support for each year, Year 1 through Year 5. If offerors have not yet identified costs for all outyears, simply identify the ceiling price of the particular line item. GAO will make cost calculations using ceiling prices. The spreadsheet includes notes that detail how GAO will calculate the total cost bid. Lastly, GAO has identified no other support cost, ODC, or fee associated with the MLA. Offerors who require fees, add-ons, and other charges must identify these charges in their cost proposal. 6. EVALUATION CRITERIA. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the lowest overall price over a 5-year period. This is not a best value procurement. 7.
