Description

Engineering/Technical Services for "Support of Prototype Installation of a Vibration Management Enhancement Program (VMEP) System". Task consists of one basic task and four (4) optional tasks which may be unilaterally exercised by the Government, singularly, or in groups. The period of performance for the basic task is 90 days after receipt of order. The additional options may be exercised from date or order through 365 days after order. The Government intends to issue a delivery order against an existing Basic Ordering Agreement (BOA) DAAH23-98-G-0049 with The Boeing Corporation, Boeing-Mesa, 5000 E. McDowell Road, Mesa, AZ 85215-9797. This acquisition is issued as a sole-source requirement to Boeing-Mesa. Sole source is justified because Boeing is the designer, developer, and the original equipment manufacturer (OEM) of the AH-64D Apache aircraft. Therefore, Boeing maintains the exclusive engineering knowledge (design, modifications, and testing) pertaining to the AH-64 Apache aircraft. This effort requires support personnel who possess the in-depth knowledge of the AH-64D aircraft, its numerous subsystems and software, and who can provide appropriate guidance, recommendations and overall support to the U.S. Government personnel and other contrctors who will be installing the VMEP system. This total familiarily with the aircraft and system/subsystem integration is essential in order to insure the most advantageous and accurate placement of the VMEP system on the aircraft. All responsible sources may submit a proposal, which shall be considered by this agency. See Note 22.
