Description

This publication serves as a notice of intent to procure, on a sole-source basis, with URS Corporation, for REVISED PHASE 2 work which is follow-on work to the National Marine Fisheries Service's (NMFS) Phases 1 and 2 on the Alaska Groundfish Fisheries Programmatic Supplemental Environmental Impact Statement(SEIS). Phase 1 work under the contract included providing analytical support services for three major tasks: cumulative impact assessments, ecosystem impact assessment, and socio-economic impact assessments and to deliver a draft SEIS. The original Phase 2 work required the contractor to assist the agency in planning and facilitating public meetings held during the public comment period on the draft SEIS; review public comments and prepare a public comment summary report; participate in a internal agency workshop where public comments will be reviewed and decisions made on what changes are necessary before issuing a final SEIS; conduct follow-on cumulative, ecosystem, and socio-economic impact assessments; and deliver a final SEIS. The contractor is currently assembling all public comments received, and preparing a database for use as a tool for reviewing public comments. However, public comments strongly recommend that NMFS make major changes to the organization and scope of the draft SEIS. As a result of the comments, NMFS has determined that it must perform a REVISED PHASE 2, which will update the previous Phases of work and incorporate additional work required to respond to the public comments. REVISED PHASE 2 will include revisiting the same 3 tasks in Phase 1, conducting additional analysis, clarifying and expanding the initial analysis, developing new alternatives, and reissuing a second draft document for public comments. The contractor shall attend and assist with the facilitation of five public comment meetings, assemble and track all public comments, assist in responding to comments and produce a public comment summary report and produce the final Programmatic SEIS. The REVISED PHASE 2 preliminary working draft final Programmatic SEIS shall be delivered by 2/03. The final Programmatic SEIS shall be completed and ready for printing by 10/30/03. This notice of intent and is not a request for competitive proposals. See Note 22.
