- Description
- The United States Environmental Protection Agency is issuing a "Request for Assistance" (RFA) to a non-profit or not-for-profit research organization or consortium or research organizations to undertake a "Mercury Monitoring and Receptor Modeling Study" for the Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), Human Exposure and Atmospheric Sciences Division (HEASD). The RFA will result in the award of a cooperative agreement and will be made by way of full and open competition. The resulting cooperative agreement is expected to be a two-year agreement. This effort will support the NERL/ORD's broad responsibilities in characterizing and quantifying the source, transport, transformation, fate and characterization of a wide variety of toxic pollutants across the human exposure and ecological paradigm. Specifically the effort will implement an environmental monitoring and modeling study to quantify the impact of local and regional coal combustion sources to mercury wet and dry deposition in the Ohio River Valley. The proposed collaborator must demonstrate experience in (i) planning and conducting speciated atmospheric mercury and trace elements studies, (ii) planning and conducting studies to evaluate trace-level constituents in event precipitation samples, and (iii) conducting statistical source apportionment (receptor) modeling. In addition, the proposed collaborator must have the analytical capability to provide the appropriate instrumental method detection limits for the identified analytes required for this study. The monitoring and modeling study outlined in this RFA will include active involvement by EPA. The statutory authority under which this program is conducted does not allow the U. S. EPA to enter into Cooperative Agreements with "for-profit" organizations. Pursuant to 40 CFR 30.23, cost sharing is not mandatory. A rigorous review and evaluation will be conducted based on the selection factors and criteria described in the RFA. Contingent upon the availability of funds, and sufficient progress to warrant continuation, funding in the amount of approximately $350,000 is anticipated to support a two-year program. The EPA resources are intended to support the day-to-day operation of the activities with minimal funding available for the procurement of instrumentation and/or facilities to conduct these activities. In response to letters/emails of interest, NERL will mail out the solicitation package on or after July 10, 2001, which will describe the requirements of the RFA.
