Description

The Federal Highway Administration (FHWA) plans to negotiate a Purchase Order with Transportation Technical Services (TTS) to provide on-going support on a variety of analytical and reporting tasks for the Performance Measurement Task. These tasks are associated with the measurement of national freight and intermodal freight transportation in the United States that is conducted by commercial motor carriers. In combination with the Bureau of Transportation Statistics (BTS), TTS will gather, analyze and report on the annual condition of commercial motor carrier expenditures and operations using the existing reports that motor carriers provide to BTS. Mr. Ronald Roth of TTS is uniquely qualified to provide this support because he has extensive and intimate knowledge of statistical analysis in various related areas. Mr. Roth also developed, refined and generated the database that contains the constituent parts of the cost per ton-mile measure. Previously, Mr. Roth produced forecasts of industry trends and issues from the cost per mile database he created, which is essential for this project. And lastly, TTS maintains the historic database on operating expenses and miles traveled for more than thirty years and this historical information will be essential throughout this effort. TTS and Mr. Roth possess a unique combination of extensive experience and knowledge that is vital to the success of this project and are the only known source available. This is a Simplified Acquisition and the anticipated award date is July 3, 2001.
