- This is a notice of intent by the FHWA to award a sole source contract to the American Recreation Coalition to purchase a web searchable database of Recreational Trails Program (RTP) projects developed by the Coalition for Recreational Trails (CRT) which will be used to track projects funded by the RTP. The CRT is a federation of trail advocacy organizations, chaired by the American Recreation Coalition and the National Recreation and Park Association. Because of their unique representation of various trail advocacy organizations, CRT is in the position to revise and analyze the database without favoring one particular kind of trail over another. We anticipate significant cost sharing associated with the performance of this contract. The revised database will include information on projects obligated under the former National Recreational Trails Funding Program and the RTP between January 1, 1993 and September 30, 2003. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest = and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
