- The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) intends to issue a Request for Offer to Raytheon Electronics Systems, Santa Barbara Research Center (SBRS) in Goleta, California for Anomaly Investigation Support on SBRS developed instruments operating on the Terra, Landsat 7, UARS and Aqua spacecraft. The instruments include the Moderate-Resolution Imaging Spectroradiometer (MODIS), the Enhanced Thematic Mapper Plus (ETM+) and Visible and Infra-Red Scanner (VIRS). Three of the spacecraft Terra, Landsat 7 and UARS are currently in-flight. The instruments provide science data on the earth's environmental status. If an in-flight instrument anomaly occurs, NASA/GSFC requires real time analysis, diagnosis, and corrective action recommendations for the operations contractor. This effort involves the execution of event driven tests on ground based engineering modules to include fault isolation, resolution and recovery recommendations, and closure reporting. This effort requires comparison of ground based test data with telemetry signatures and trending data obtained from the orbiting spacecraft. Maintenance of test equipment and all hardware and software components is required to perform diagnostic tests on the ground based engineering models. Since the spaceflight instruments are unique and developed by Raytheon SBRS, Raytheon SBRS is the only known firm with the pre-requisite expertise and resources to accomplish real-time anomaly investigations. The statutory authority for this sole source acquisition is 10 U.S.C 2304 (c) (1)-Only One Responsible Source. The Government intends to solicited and negotiate with only one source, however, interested firms may identify their interest and capabilities in writing to the identified point of contact within 15 days after posting. This notice of intent is not a request for competitive proposals. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete the proposed effort on a full and open competitive basis, based upon responses to this notice is solely with the discretion of the Government. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26 and Note 22. An Ombudsman has been appointed. See NASA specific Note "B".
