- 17. The Health Care Financing Administration (HCFA) currently has two national standard claims processing systems used by Medicare fiscal intermediaries (FIs), the Fiscal Intermediary Standard System (FISS) and Arkansas Part A Standard System (APASS). The FISS is the primary component of Medicare's bill processing function under Medicare Part A. FISS Part A Medicare claims processing includes inpatient hospital, skilled nursing facility, home health and hospice care. The FISS supports the integrity of the Medicare claims processing environment for Medicare providers and beneficiaries. The FISS maintainer ensures that Medicare Part A program changes are programmed in accordance with Medicare regulations and requirements in the key areas of data collection and validation, claims control, pricing, adjudication, correspondence, reimbursement and financial processing. In addition, the FISS maintainer must coordinate and support the activities of Medicare Part A contractors who are not renewing their Medicare contracts. The purpose of this effort is to obtain the computer software services and documentation to support the FISS, including maintenance, and developmental enhancements, and the transition and conversion of the six (6) remaining APASS. This effort will be performed in accordance with HCFA requirements and will meet the objectives of increasing efficiency and effectiveness of claims processing operations and timely implementation of statutory and regulatory requirements. HCFA intends to award a full and open competitive Cost-Plus-Award-Fee contract for a one-year base, with four one-year option periods. First Coast Service Options, Inc., previously referred to as Blue Cross Blue Shield of Florida, Inc. is the incumbent contractor. As a result of this competition, should HCFA choose to award this effort to other than the incumbent contractor, the new maintenance contractor will work with incumbent contractor to ensure a smooth transition of the FISS maintenance services. It is the intent of HCFA to distribute a DRAFT Statement of Work (SOW) for review and comment to all interested parties beginning the week of July 2, 2001.
