- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplement with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedures 52.212-2 Evaluation -- Commercial Items. As prescribed in 12.301(c), the provisions the Government will award this solicitation will result from the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; (ii)technical capability of the item offered to meet the Government requirement; (ii) small disadvantaged business participation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 (25 Jun 2001) and Defense Federal Acquisition Circular (FAC) Supplement (DFARs), 1998 edition, current to DCN 20001213. It is anticipated that payment will be made by Government VISA Credit Card. The quote shall consist of service for inspections and provide reports, and provided new and replacement lighting systems for The Meteorological Services Team at The United States Army Yuma Proving Grounds (USAYPG). The Meteorological Services Team at The United States Army Yuma Proving Grounds (USAYPG), is in need of services and lighting system to be accomplished on the current met towers. The current three met towers are ROHN model M-80 and Pyrod model 48MX300. The service to be performed shall comply with all applicable TIA/EIA and OSHA specifications, instructions and regulations. A complete tower safety inspection of all three 300 ft Met Towers located on Cibola Range shall be accomplished. Inspections consist of performing inspection of corrosion of components, inspection of ladder and the safety of the ladder for climbing, inspection of the integrity of the towers, and inspection of plumb and Guy tension which will include the necessary adjustments needed. A written report of the performed inspections must be completed and submitted. Replacement of current high intensity Strobe (obstruction) lights on all three 300-ft Met Towers on the Cibola Range. Replacement of the strobe lights shall be to a system that is a single medium intensity flashing white obstruction light per tower. The system must have a dual element, in the event that one light fails it will continue to provide obstruction lighting. The system must have a dual intensity for night/day use. The system shall comply with all applicable guidance and regulations. All quotes shall be clearly marked with the Purchase Order number DATM07-01-R-0003 and e-mailed to Taz.Versteeg@yuma-exch1.army.mil no later than 2:00 Mountain Standard Time (MST), 9 July 2001. Offers that fail to furnish required representations or information as required by 52.212-1 cited below, or reject the terms and conditions of this solicitation may be excluded from consideration. The Government intends to award a contract to the responsible bidder whose bid conforming to the solicitation will be the most advantageous to the Government based on technical acceptability and price. Government Visa payment is the preferred method of payment, and will be paid by the Contract Administrator, Taz Versteeg. However, if you are not setup for credit card payments see FAR Part 52.232-33 payment by electronic transfer. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 "Instruction to Offerors Commercial Items" (Oct 2000). Note: In order to complete the Representation and Certifications for the following referenced provisions you must go to the Air Force Web Site at http://farsite.hill.af.mil/VFFAR1.HTM, locate the referenced clause, copy and paste it to a word document and complete. FAR provision 52.212-3, "Offeror Representations and Certifications -- Commercial Items" (May 2001) and DFARS 252.212-7000 "Offerors Representations and Certifications Commercial Items" (Nov 1995) apply to this acquisition. FAR clause 52.212-4, "Contract Terms and Conditions Commercial Items" (May 2001) applies to this acquisition, specifically addendum 52.247-34, "F.O.B. Destination" (Nov 1991).
