- Description
- This Solicitation is HEREBY being issued on an UNRESTRICTED BASIS inviting full and open competition. This procurement is for the award of a Firm Fixed Price Construction Contract using 100% Plans and Specifications. The work includes the construction of a new Base Dining Facility, Shaw Air Force Base, Sumter, SC. The building shall be made of concrete masonry cavity wall construction with a split face concrete masonry unit veneer, concrete floor and foundation with spread footings, and standing seam metal roof. Kitchen equipment, parking, sidewalks, and loading dock are included. Utilities include water, sewer, electric services, steam line relocation, and incidental related work. The Option Items work is for West Parking Lot, East Parking Lot, and Front Entry Drive and Sidewalks. The work is located at Shaw Air Force Base, Sumter, South Carolina. Total calendar days for contract completion is 540 calendar days from contract award. The Government will award a contract resulting from this solicitation to the responsible offer whose proposal conforming to the solicitation will be the "BEST VALUE" to the Government, price and technical factors considered equally. This Procurement will be evaluated based on the following factors: FACTOR A: PAST PERFORMANCE; FACTOR B: SMALL BUSINESS SUBCONTRACTING; FACTOR C: TECHNICAL QUALIFICATIONS; AND FACTOR D: TECHNICAL APPROACH. The Government reserves the right to negotiate with any or all proposers; to award the contract to other that the offeror submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. The Government reserves the right to award the Option Items within 120 calendar days from contract award. OFFERORS ARE ADVISED THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS IF POSSIBLE. Therefore, proposals should be submitted initially on the most favorable terms. Offerors should not assume they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR PLANS AND SPECIFICATION. All offerors must be registered in the Contractor's Central Registration (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr2000.com. ORDERING: The Government intends to issue this solicitation on the WEB only at http://esol.navfac.navy.mil on or about 03 July 2001. Proposals will be due on or about 17 August 2001. If for some reason(s) the issue date is not met the Specification will set the new issue and proposal due dates. Offerors must register on the Internet at http://esol.navfac.navy.mil/. Additional instructions will be provided on the web page. The official plan holder's list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will be the only method of distributing Amendments, therefore, IT IS THE RESPONSIBILITY OF THE OFFEROR'S TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
