Description
WA FS ERFO 96-22(13), FDR 26 PERMANENT REPAIRS, Gifford Pinchot National Forest and Mt. St. Helens National Volcanic Monument, Lewis and Skamania counties, Washington. This project consists of intermittent roadway repairs at multiple sites. Project includes: construction survey/staking; construction scheduling; contractor sampling & testing; soil erosion control; precast open bottom culvert (design & construction); 5,500t minor hot asphalt concrete; 9ha clearing/grubbing; 80cu m concrete slope paving; 162cu m structural concrete; 4ea precast Deck Bulb Tee girders; 8,000t roadway aggregate; 370m pipe culvert; 16m pipe arch culvert; 15ea grated top box culvert; 90m underdrain system; 55,000cu m excavation & embankment; 22,000cu m rock borrow; 500cu m structure excavation; 50sq m gabions & revet mattresses; 4,000sq m Earthwork Geotextiles Type II-A; 164m guardrail; 200ea willow bundles; 10,400kg reinforcing steel; 470sq m geogrid wall; 12,000cu m Class 5 keyed riprap; 450m riprap lined ditch; 60m energy dissipator; 93m bridge railing; 182sq m membrane waterproofing; 500 flagger hrs; 12,000m pavement markings; 22 slry units seeding/mulching; 14 slry units bonded fiber matrix; and other smaller items of work. This project is located approximately 160km NE of Vancouver, Washington. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit the following by e-mail to contracts@wfl.fha.dot.gov or by fax to 360.696.7932 for receipt by COB on 6/27/2001: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) date of HUBZone small business certification; (c) statement of bonding capability, to include both single and aggregate totals; and (d) listing of similar experience with projects over $2.5 million to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in the Commerce Business Daily including CBDNet. Work shall be completed by 09/01/2003. Estimated price range is between $2,500,000 and $5,000,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
