- DESC: THIS SOLICITATION IS BEING ADVERTISED AS A SMALL BUSINESS SET-ASIDE INVITING FULL AND OPEN COMPETITION. The SIC Code for this Solicitation is 23493: The Size Standard is $27.5 million: The work includes the demolition of existing automotive (mogas and diesel) fuel dispensing islands, piping and power distribution, bulk fueling equipment and building interior. The work includes the construction of a 220 square foot building addition, building interior renovations, automotive fuel (mogas and diesel) dispensing systems with leak detection, bulk fuel (mogas and diesel) loading and unloading systems, tank cleaning, fuel island canopies, tank accessory platforms, tree clearing, fencing, storm drainage piping and miscellaneous related work. Coatings on the existing aboveground piping, structures and equipment contain lead and all underground piping 3 inches in diameter and greater is covered in tenaciously adhered asphalt impregnated asbestos containing pipe wrap. The aboveground piping contains nonfriable asbestos gaskets. Soil contaminated with fuel is to be removed and stockpiled in a location determined by the Contracting Officer. The construction schedule requires that portions of the existing facility remain in operation at all times except during periods of connection and disconnection. The project located at Marine Corps Air Station, Beaufort, South Carolina is for Repair Military Gas Station/Refueler Facility, Marine Corps Air Station, Beaufort, South Carolina. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered of equal importance. The Technical Factors to be addressed are: Past Performance, Technical Qualifications and Technical Approach. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue the solicitation on or about 10 July 2001. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
