Description

This is a combined synopsis/solicitation for brand name or equal commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes/proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #NRFL-KH001. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-25. This solicitation is under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) Code is 332999. The Vendor shall provide to the US Department of Agriculture, Beltsville Human Nutrition Researh Center, Nutrient Requirements and Functions Laboratory, Beltsville, MD, a BIO CONTAINMENT SYSTEM, for use in their Animal Facility, which meets the following brand name specifications: (1 each), Allentown Caging Equipment BCU 2000 Housing System for mice with a total of ninety-eight (98) complete Bio Containment housing units per rack. RACK SYSTEM must provide: (1) TOTAL containment of biohazardous agents; (2) Must be able to keep the cage under negative pressure to the surrounding room; (3) When the cage is removed from the rack, it must remain under negative pressure until it is opened or reconnected to the rack; (4) Must have self-sealing cage docking ports; (5) Must have a method to monitor pressure at the cage level; and (6) 100% of the air leaving the cage must be contained until it is passed through a HEPA filter prior to exhausting to the room. ALSO, delivery must be made with a lift-gate truck. A Standard Commercial Warranty is required. FOB -- Destination: Beltsville, MD. The following clauses and provisions, found at http://www.arnet.gov, are incorporated by reference and apply to this acquisition. EACH OFFEROR MUST INCLUDE a completed copy of the FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2001). FAR 52.211-6, Brand Name or Equal (Aug 1999) and 52.212-2, Evaluation -- Commercial Items (Jan 1999) all apply. The Government will award to the responsible/responsive offeror, whose offer confirming to this solicitation, will be most advantageous to the Government, price and other factors considered.
