NASA/KSC plans to issue a Request for Quotation (RFQ) for: (1)Site Master, 25 MHz-3300 MHz, built-in DTF, built-in spectrum analyzer 100 kHz-3.0GHz, 2 each Anritsu model S332B; (2)Transit case for Site Master, 2 each Anritsu model 760-215A; (3)Open/Short, DC to 18 GHz, N (f), 50 Ohm, 2 each Anritsu model 22NF50; (4)Test port cable, armored, 1.5 meter, N (f), 2 each Anritsu model 15NN50-1.5A; (5)Test port cable, armored, 3.0 meter, N (f), 2 each Anritsu model 15NN50-3.0A; (6)Deskjet printer, 2 each Anritsu model 2000-766; (7)Print cartridge, black, for deskjet printer, 8 each Anritsu model 2000-661; (8)Rechargeable battery for deskjet printer, 2 each Anritsu Model 2000-662; (9)Converter cable, serial-to-parallel, 2 each Anritsu model 2000-753; (10)Portable antenna, 1.71 to 1.88 GHz, 2 each Anritsu model 2000-1030; (11)Portable antenna, 1.85 to 1.99 GHz, 2 each Anritsu model 2000-1031; (12)Portable antenna, 2.4 to 2.5 GHz, 2 each Anritsu model 2000-1032; (13)User's guide for Site Master (S332B), 2 each Anritsu model 10580-00028; (14)Maintenance manual for Site Master, 2 each Anritsu model 10580-00029; (15)Rechargeable battery, NiMH, 2 each Anritsu model 633-27; (16)Battery charger, NiMH, 2 each Anritsu model 2000-1029; (17)Adapter, AC/DC, 2 each Anritsu Model 40-115; (18)Adapter, automotive, 12-volt, DC, 2 each Anritsu model 806-62. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Anritsu Company, North American Region Operation, 1155 East Collin Blvd. #100, Richardson, Texas 75081, (972)644-1777. This product or supplier singularly meets NASA Kennedy Space Center (KSC) requirements or is unique because: (1)these items are required by the Electromagnetic Effects (EME) Laboratory to provide RF surveillance capability in special application environments while ensuring safety of EME technical personnel and integrity of RF data collected to customer requirements. A market survey by engineering personnel has found Anritsu to be the only source capable of supplying a combination spectrum and scalar network analyzer that is portable, lightweight, and compatible with existing test and measurement hardware and software currently in use by the Electromagnetic Effects at KSC and Cape Canaveral Air Force Station. No other source could be solicited for these particular items because our radio frequency surveillance, test and monitoring requirements could only be met by test equipment unique to Anritsu. (2)The manufacturer of this requirement has exclusive and predominate capability by reason of experience, special facilities, and technical competence to supply the items required. Economic feasibility and good maintenance practices dictate that the required items be supplied by Anritsu. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 6, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
