- Description
- Description: The Marine Corps Systems Command has a Mission Need Statement for a Mortar Ballistic Computer (MBC) that responds to two of the four foundations of the National Defense Policy dated 22 May 1992: Forward Presence and Crisis Response. The Marine Corps deploys Marine Air-Ground Task Forces (MAGTFs) throughout the world that must be capable of fighting across the operational continuum. The 60mm and 81mm mortars provide "close fire support" for the infantry units and cover dead space not reached by direct fire weapons. The need for responsive, close fire support for the infantry battalion is diminished by the current M19 plotting board system of computing firing data. This manual method is time consuming and reduces the responsiveness of fire support to the Marines on the battlefield. A MBC system is needed to replace the plotting board that will provide faster firing data and improved accuracy. The MBC will replace the M16 and M19 plotting boards as the primary means used by mortar fire direction center (FDC) personnel to exercise technical and tactical fire direction of Marine Corps mortar systems. 3. Requirements: Responses to this request for information for a Commercial Off the Shelf (COTS) solution should have a system that will provide: a. Hardware: 1) Handheld 2) Weigh less than 3 lbs. including batteries for 72 hours continuous operation. 3) Operate using COTS disposable batteries. 4) Resistance to the effects of environmental conditions. 5) Be capable of operation by Marines in MOPP IV or Cold weather gear. b. Software: 1) Must provide ability to input, compute and display output for all doctrinal fire missions per MCWP 3-15.2 Mortars, FM 23-91 Mortar Gunnery, and FM 7-90 Tactical Employment of Mortars 2) The MBC shall store ballistic data or utilize a conversion factor for all U.S. inventory (threshold), NATO (objective), munitions, cartridge/fuze combinations, including full and sub-caliber training rounds, for 60mm and 81mm mortars, and be upgradeable whenever new firing tables are published. 3) The MBC shall compute all necessary firing data within 10 meters (threshold) of the Firing Tables Branch, Army research Laboratory ballistic test cases in both range and deflection for all ranges out to the maximum range of each munition. 4. Discussion: Industry firms capable of accomplishing the required services, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule. Firms should also include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. A Microsoft "PowerPoint" oral presentation to the MBC Project Officer will be scheduled beginning 20 days the date of this notice. The presentation will include a tabletop demonstration. The presentation / demonstration will not exceed two hours.
