- Description
- The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform 24 hours per day, seven (7) days per week operations of the Wastewater Treatment Plants at Shaw AFB, Sumter County SC and the Wateree Recreation Area located in Kershaw County SC. Qualified sources must be able to perform all operations and maintenance in accordance with South Carolina Department of Health and Environmental Control (DHEC), National Pollutant Discharge Elimination System (NPDES) permit and the plant's Operation and Maintenance (O&M) manual. Performance period is expected to be 1 October 2001 through 30 September 2002 with seven (7) one year option periods. The applicable North American Industry Classification System Code (NAICS) is 221320 with a size standard of $5,000,000.00. This acquisition will be solicited as full and open competition. Women owned and Small Disabled Veteran businesses are strongly encouraged to participate in this procurement. This acquisition will be solicited in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The successful contractor will be selected using technical/ performance/price tradeoff procedures resulting in the best value to the Government. Technical and past performance is significantly more important than price. It is anticipated that the solicitation will be issued on or about 5 July 2001 on the Federal Business Opportunities (FedBizzops) web site at www.eps.gov. Paper copies will not be available. Prospective contractors must register on the FedBizzops site in order to receive notification to changes in the solicitation. Any prospective contractor must be registered in the Central Contractor Registration (CCR) database (http://www.ccr.dlsc.dla.mil) in order to be eligible for award.
