Description

The U.S. Dept. of Commerce/NOAA/NESDIS/ORA intends to negotiate on a sole source basis with Rutherford Appleton Laboratory to develop assimilation techniques to blend sea-surface temperature (SST) retrievals from NOAA polar and geostationary earth orbiting (GOES & POES) satellites. The primary purpose is to develop optimal assimilation techniques for combining multi-satellite retrievals of SST into a single analysis of SST. The work will focus on accessing the feasibility and optimality of various technical approaches, including optimal interpolation (OI) and time-dependent assimilation methods. This is a notice of intent with no solicitation package available. Award will be made using simplified acquisition procedures. (Reference No. 1-00543)
